The Rule of Law
If "hundreds of government employees in Arizona" are breaking their terms of employment on a regular basis as is claim then I encourage them to get right with their employer (the government).
If the party labels were reversed I am sure a Democratic dominated government board would have no problem firing an employee who was using government resources to support opposition candidates while on the clock.
Everybody does it is a sad excuse.
A Bit Vague, Eh?
"Using his computer for among other things helping..."? Sounds like Macias, just like everybody else in this world who has a computer at work, spends time on his hobbies on company time. Certainly that shouldn't include politics, but I doubt that Macias is unique among government employees in this regard. To me, the interesting part of this story is that he was singled out for firing after doing something I'm sure hundreds of government employees in AZ alone do on a regular basis. Perhaps the County Board is worried that they might actually face some electoral competition for once.
