U.S. Reps. Gabrielle Giffords (D-Tucson) and Harry Mitchell are celebrating the passage of the Comprehensive American Energy Security and Consumer Protection Act, the compromise energy bill that passed the House Tuesday on a 236-189 vote.
The bill is a hybrid that enacts a number of the energy priorities on both sides of the aisle. It opens the Outer Continental Shelf to drilling for oil, but does not extend the allowed limits as far as congressional Republicans wanted.
The bill also allows some of the fuel in the Strategic Petroleum Reserve onto the open market, repeals tax breaks for oil companies and provides investment in renewable energy, paticularly through an eight year extension of the Investment Tax Credit - a priority for Giffords.
"Solar power represents one of our nation’s best hopes for a clean, secure and sustainable energy future," said Giffords, speaking Tuesday on the floor of the House in support of the bill. "It will provide powerful economic benefits to my district in Southern Arizona and to the rest of the country."
"This bill goes beyond bumper sticker slogans,” she said in a statement. “It goes beyond empty, careless rhetoric and offers Americans a realistic approach to the energy crisis confronting our country.”
Mitchell too praised the inclusion of the ITC extension, saying in a release from his office:
"As I’ve said before, I believe we need a comprehensive approach to address our energy crisis, and this package provides for increased domestic energy production by expanding offshore drilling and invests in alternative sources of energy, such as extending key solar energy tax credits. This bill is a critical step towards energy independence."
The legislation now moves to the Senate, where Giffords urged its passage and warned senators "not to drop the ball."
"The need for energy independence is too serious for games and stall tactics," said Giffords, who also wrote letters to the Senate leadership as well as Sens. Jon Kyl and John McCain, arguing that the Senate should pass an ITC extension of "at least eight years," and do so by September.

So now I am confused by your comments...
You admit there is a refinery issue but instead want to drill in more places even though there is no capacity to refine more oil anyway??
Then why are you getting upset with Congress for not opening up more places to drill? You should be clamoring for more refineries first and then we can discuss drilling off the coast of florida and in ANWR...

One of the reasons that often drill sites and wells are not developed is because of the cost and depth of the resource. Its a cost/revenue formula that is considered.
For example, maybe of that 75% of the land you assert isn't being used, the cost to bring up the resource and transport it to a refinery doesn't factor well when looking at the current price on the market for the product.
Then we have to look at the refinery issue. That's the 800# gorilla in the corner no one is addressing in this discussion.
How many years would it take, and what are the odds of success, in bringing online a new state of the art US oil refinery? Yeah, I thought you'd see that one.
Its a complex issue, and the fact is, all that Congress accomplished was to make themselves feel good and have something to tell the dumb voters about during the campaign season.

When discussing use it or lose it, I think it is important to point out when opening more places to drill for oil the same oil companies who are not using the 75% of the land leases they have now are the companies who will be getting these contracts.
It is hard to justify giving these companies more contracts when there is a 75% chance that they are just going to sit on the land they way they have with everything else. I would be much more supportive of drilling if the oil companies were using every bit of land they could at the moment and need more places to get oil. However, they are only using 25% of those leases. To me the idea of pushing to open more places to drill is just a way for big oil companies to grab up more leases and then do nothing with them...
I ask you, if we did open up drilling to ANWR and off the coast of florida and the places you want and then the oil companies were not drilling there and just stilling on the leases would you make them use them? I am assuming there would be an outcry from the American public if we went through all this fighting over where to drill for nothing.
This is why I supported the idea of use it or lose and will continue to support ideas like and not any expansion of drilling.

You hit the nail on the head.
The bottom line is you can't fly a plane with solar panels and a windmill on it!
I'm all for exploring the alternatives, but in the meantime I live in the real world and drive a real car, which uses real gas, not a Delorean that runs on garbage. And, I buy food which gets here on a real truck, which uses real fuel.
This fuel has to come from somewhere, and better here than from our enemies. Why give them our money, so they can fund their war against us, our way of living, and the freedoms we hold so dear.

I respect your dialog and opinion however will disagree regarding alternative energy unless you were a member of the energy providers profession during the faux energy crisis of the time period to which I referred; I was.
Alternative energy remains elusive and wind energy a pipe dream. It is better than before in some applications, however it cannot be used for the base load demand of even a minor utility company like T.E.P.
Re: use it or loose it. Is it the role of government to dictate to private property owners what they elect to do with their lands? Sounds a bit Soviet when you tell it. That didn't work and this won't either.
Drilling has been a political issue for over 40 years now - NIMBYs always shoot it down. (Not in My Back Yard) Cuba and their pals Russia are certainly drilling in the Carib, while the retired East Coast liberals whine about drilling offshore in Florida.
That's the problem. Like Ted Kennedy who supports wind power generation but not in his back yard.
The bill passed was legislative slight of hand and should have never seen the light of day. Alas now members of the House can go home and tell the peeps they "solved the energy problem"

Two very important points to make that you do not seem to understand... First alternative energy has come a long way in 30 years so while it may have been talked about then people knew it was no possible and today it is...
Second.. Drilling for more and more oil has been a big idea for a lot longer than 30 years and look where it is today! We are still drilling holes in the ground and paying more than ever!
Why don't the oil companies use all the leases of land they have to drill on now? They are only using 25% of the land they have as leases! I am for more drilling lets start using ALL of those areas and not just a quarter of them!
That is why congress including Giffords and Mitchell passed the "use or lose it" bill which will force oil companies to do just that.

Mitchel and Giffords are lauding their legislative illusion.
First off, alternative energy was the big idea 30 years ago, and look where it is today. In Arizona via the Residential Energy Standards you are already subsidizing alternative energy. Do you know anything about the RES? I'll bet no.
As for the "more drilling" issue, look again closely at the legislation wording before you so eagerly praise Mitchel and Giffords. They deserve nothing for this legislative illusion.

From 1977 until 1983 Congress passed all manner of alternative energy legislation, called for increased drilling, ballyhooed the evil big oil companies.
Nothing has changed. Both the Democrats and the Republicans have had 30 years to actually DO something, but listening to Giffords sing of solar its like taking a step into the Way-Back Machine.
Giffords, solar isn't the answer. You can't even get solar water heaters on the roofs of the new houses in Tucson! So get off it. We want real solutions, not the same old crap.
So now what does Schweikert run on...
It seemed like the only issue that Schweikert was running on was calling on Mitchell to allow more drilling.
Well with this vote today by Mitchell showed he supports more drilling as well as alternative sources of energy, looks like Schweikert lost his only issue to attack Mitchell on.
With only 7 weeks till the election Schweikert is running out of time to gain any traction with voters in the district...
